you can't make hmtl select dropw down on hover, that's not how hmtl works
native html elements are designed certain way and not everything can be made the way you imagine, usually it shouldn't
would it be possible to add a link to each option or maybe we get to have a dropdown element instead

general tip: ask questions from what you want accomplish perspective, e.g. I want to build a dropdown menu for site navigation
instead of: "how do I make select open on hover or how do I add links as an option" - these questions are wrong, because that's not how it works

well youa re absolutely positioning probably, but who knows what exactly you did and where. Topic to read about is z-index and absolute positioning.
Generally consider it to be rude asking questions and not showing a reproducible demo with shared link to the builder
As a rule of thumb, no builder link - no help.
