Seems like the css "display" property is set to something like "fixed"

If not, send a pic of the component navigator on the left and the styling values on the right

Can't even begin to understand what you are asking

The link moves over the picture of the phone when I change the viewport/preview size

Usually when I change the page size everything rearranges itself to fit accordingly, but the link stays in place

I think you need to start with css foundations, learn from videos or take a course

There is a few on YouTube, or if you want take a look from webflow, for free you can get everything and get master but many paid can make you jump to be a pro a lot quicker
